You Could Face a Traffic Ticket-Literally-in the Blink of an Eye
A recent study had some very unusual findings regarding red light traffic tickets and red light camera violations as they relate to signal timing.
The study by the Texas Transportation Institute found that improving signal visibility reduced violations by 25 percent. 25%! That is a huge number. Therefore, the first conclusion is to send out teams to review and improve signal visibility, thus reducing the number of red light traffic tickets by 25%.
The study found that, when the yellow signal was 1 second shorter than what the standard timing formula specifies as a minimum, red light violations jumped 110%. Institute of Transportation Engineers (ITE) determines these standard timing formulas. The study found that adding an additional second to the minimum yellow yielded 53% reduction in red light traffic tickets, producing the greatest benefit of all the factors studied.

In other words, tickets are being issued primarily for split-second violations where collisions are not occurring. This is so because red light cameras do not typically issue very many tickets to blatant red light runners. The vast majority of "violations" nationwide happen when drivers misjudge the end of the yellow light by less than 0.25 seconds -- literally the blink of an eye. In California 80% of red light violations that are issued took place less than one second into the red. By adding the second back into the yellow, that 80% disappears.
The extra second also brings yellow signal times closer to those that were applicable under the 1976 Institute of Transportation Engineers (ITE) standard (around the time transportation officials began experimenting with photo enforcement).
